Questions used to obtain the national baseline data
From the 2023 National Health Interview Survey Vision Supplement:
Numerator:
Have you ever been told by a doctor or other health professional that you had diabetic retinopathy?- Yes

- Don't know
If answered "yes" (1) then asked:
Have you lost any vision because of diabetic retinopathy?- Yes
- No
- Refused
- Don't know
Numerator and Denominator:
Have you ever been told by a doctor or other health professional that you have diabetes?- Yes

- Refused
- Don't know

Persons who responded "yes" to all three questions met the criteria for this objective.

The baseline was revised from 33.0 per 1,000 adults aged 18 years and over with diabetes in 2017 to 48.4 per 1,000 in 2023. The target was revised from 16.5 to 28.9 per 1,000 using the original target setting method.
