The U.S. Government Accountability Office (GAO) reviewed issues related to voter ID laws. This report summarizes GAO’s review of the available literature and findings on:
- Voter’s ownership of and direct costs to obtain select IDs
- Analyses of available data regarding how, if at all, voter ID laws have affected turnout in select states
- To what extent provisional ballots were cast due to ID reasons in select states
- What challenges may exist in using available information to estimate the incidence of in-person voter fraud
