Target-setting method justification
Trend data were evaluated for this objective, but it was not possible to project a target because the International Classification of Diseases (ICD) coding changes occurred in 2015-16. Additional data years were needed to determine the impact of coding changes on the trend. A 10 percent improvement from the baseline was used to calculate a target. This method was used because it was in better alignment with more recent trends.

Congestive heart failure ICD-10-CM codes included: I09.81, I11.0, I13.0, I13.2, I50.1-I50.4, I50.8-I50.9. Excluded cases with missing sex, and those transferred in from a different acute care hospital or another type of health facility.

Changes between HP2020 and HP2030
This objective differs from the related Healthy People 2020 objectives HDS-24.1, HDS-24.2, and HDS-24.3, which used data from the National Hospital Discharge Survey (NHDS) to track hospitalizations with a principal diagnosis of heart failure (ICD-9-CM code 428) among persons aged 65 to 74 years, 75 to 84 years, and 85 years and over, respectively. This objective uses data from the Healthcare Cost and Utilization Project-Nationwide Inpatient Sample (HCUP-NIS) to track hospitalizations with an expanded principal diagnosis of heart failure under the new ICD-10-CM coding system (ICD-10-CM I09.81, I11.0, I13.0, I13.2, I50.1-I50.4, I50.8-I50.9) among persons aged 18 years and over. The Healthy People 2030 data are age adjusted.
Revision History
Revised. 

In 2022, the baseline was revised from 355.2 to 366.9 due to a change in exclusion criteria. Heart failure cases with missing data on race or discharge quarter were originally excluded, but are now included. The target was revised from 319.7 to 330.2 using the original target setting method.
