Target-setting method justification
Trend data were evaluated for this objective, but it was not possible to project a target because recent data suggested an increase or leveling off in osteoporosis prevalence. The standard error was used to calculate a target based on minimal statistical significance, assuming the same standard error for the target as for the baseline. This method was used because the Healthy People 2030 Workgroup Subject Matter Experts expected the data to continue to be difficult to change, so a conservative target was selected.

Methodology

Methodology notes

Bone mineral densities are determined from measurements made as part of the NHANES battery of examinations. The choice of a femoral BMD of 0.56 or less is the measure of 2.5 or more standard deviations below the reference mean for young adults aged 20-29 years.
