Reduce the rate of new cases of end-stage kidney disease — CKD‑07 Data Methodology and Measurement

About the National Data

Data

Baseline: 413.1 new cases of ESKD per 1,000,000 population occurred in 2016

Target: 310.0 per 1,000,000

Numerator
Number of new patients requiring kidney replacement therapy (dialysis or transplantation).
Denominator
Number of persons.
Target-setting method
Maintain consistency with national programs, regulations, policies, or laws
Target-setting method justification
The target was selected to align with the Department of Health and Human Services' (HHS) initiative, Advancing American Kidney Health, which used a target-setting method of 25 percent improvement.

Methodology

Methodology notes

The ESKD population includes dialysis and kidney transplant recipients. The estimates are based on the Census Bureau and the CMS Medical Evidence Form (CMS 2728) data collections.  Data on qualification for kidney replacement therapy are collected from the submission of the CMS Medical Evidence Form (CMS-2728).  USRDS uses data collected by the CMS. Since 1996, health care providers have been required to provide patient information on all persons with ESKD, regardless of health insurance.  Adjustment by age/sex/race: Age-specific rates are adjusted for sex and race/ethnicity. Sex-specific rates are adjusted for age and race/ethnicity. Race/ethnicity-specific rates are adjusted for age and sex.

Age-adjustment notes

This Indicator uses Age-Adjustment Groups:

  • Total: <18, 18-44, 45-64, 65+
  • Sex: <18, 18-44, 45-64, 65+

History

Comparable HP2020 objective
Retained, which includes core objectives that are continuing from Healthy People 2020 with no change in measurement.
Revision History
Revised.

In 2025, the original baseline was revised from 358.1 to 413.1 per million population due to USRDS rates re-estimation. There is some lag in reporting new cases of ESRD. Therefore, each year's Annual Data Report includes re-estimates of earlier year rates. For more information see the USRDS Annual Data Reports. The target was adjusted from 268.6 to 310.0 to reflect the revised baseline using the original target-setting method.
