This action plan describes steps for the U.S. Department of Health and Human Services to take to improve the health of mothers in the United States. To meet the goal of making the United States one of the safest countries in the world for women to give birth, the report sets 5-year targets to:

  • Reduce maternal death rates by half
  • Reduce low-risk cesarean deliveries by 25 percent
  • Achieve blood pressure control among 80 percent of women of childbearing age

The plan calls for:

  • Improving prevention and treatment
  • Prioritizing quality improvement
  • Improving health of women before and after giving birth
  • Improving data
  • Supporting research
